Overview

Haidian, as one of the 6 central districts of Beijing, is located in the northwestern part of the city with a land area of 430 square kilometers with a population of 4 million. It is the cradle of Zhongguancun, widely known as China Silicon Valley.

In this fascinating area, many of the latest achievements have been recorded through the perfect fusion of traditional Chinese culture and modern science and technology, and a boasting of charming landscape, profound cultural ethos and pastoral ecological environment.

Haidian is a renowned tourist area in China with its imperial gardening landscapes and cultural relics. It boasts abundant historic and cultural sites represented by 3 famous mountains, namely the Fragrant Hills, Yuquan Mountain and Wanshou Mountain, and 5 imperial gardens, namely Jingyi Garden, Jingming Garden, the Summer Palace, Chuangchun Garden and the Yuanmingyuan Ruins Park. The area also has a number of well-known sightseeing spots, including, the Temple of Sleeping Buddha, Dajue Temple and Biyun Temple. Blessed with unique tourism resources of natural scenery, historic relics and excellent eco-environment, Haidian has now evolved into a prime location for sightseeing and relaxation across the country.

Haidian is a district well-known for its leading position in S&T innovation, education and culture in China. It is packed with a number of world-famous universities including Peking University and Tsinghua University, and a great deal of research and development institutions at national, municipal and district levels, including the Chinese Academy of Sciences (CAS). Academicians from CAS and the Chinese Academy of Engineering (CAE) now working and living in Haidian, account for 60% of the total academicians from CAS and CAE in Beijing or 36% nationwide. As a result of the area’s intensified intelligence, highly concentrated talents and profound R&D capacity, Haidian has become the largest pool of talents and intelligence in China.

Haidian Science Park, as the core and the mainstay of Zhongguancun Science Park, has gathered a great quantity of internationally and domestically renowned high-tech enterprises, including electric information, bio-pharmacy, environmental protection and energy conservation, and new materials. All these industries have become the main engine for the economic growth for Haidian District. Among these emerging industries, the scale of software industry ranks the first across China, accounting for 20% of the national total. Today, the Haidian Science Park is China’s largest hub for the internet industry, with a cluster of 21 Top 100 national commercial internet business enterprises gathering there. Baidu, Sina, Sohu, Tencent (Beijing), CCTV.com and Youku have planted their roots in.

In March 2009, the Sate Council approved the establishment of the Zhongguancun National Innovation Demonstration Area, which was an important strategy adopted by the CPC Central Committee and the State Council in the new historical period to promote independent innovations and to speed up the construction of an innovation-driven country by giving into full play the edge owned by Zhongguancun in terms of plentiful innovative resources. In April, the Beijing Municipal Government authorized Haidian Science Park to construct the Zhongguancun National Innovation Demonstration Area. It was an important practice for Beijing Municipal Committee and Beijing Municipal government to implement the approval of the State Council (in building the Zhongguancun National Innovation Demonstration Zone) and to make the most of Haidian District’s strength in resources, with a final objective to promote the adjustment of industrial structure across the capital and the transformation of mode of economic development, thereby exploring a new path to pursue independent innovations with Chinese characteristics.

Haidian administrative division

Haidian District is located in the northwest of the city. It borders the West District and Chaoyang District in the east, Fendtai District in the south, Shijingshan District and Mentougou District in the west, and Changping District in the north. Haidian District covers a total area of 430.77 square kilometers which constitutes 2.6% of the city of Beijing. The borderline is approximately 146.1 kilometers; 30 kilometers long north-south and 29 kilometers west-east at its widest point. The terrain is elevated in the west and lowered in the east. Haidian District has a vast water area, including 10 rivers with a total length of 119.8 kilometer; this water area includes, Kunming Lake, Zizhuyuan Lake, Shangzhuang reservoir, etc.

Currently, the district governs 22 sub-district offices, 7 towns and villages, 564 residents’ committees and 84 village committees. At the end of 2012, the registered population was 2.307 million, with 3.484 million permanent residents. Haidian District, with residents of 56 different nationalities, is the most multi-ethnic district in Beijing.

Natural Scenery

Located in the windward and upriver part of the Beijing Municipality, the Haidian district is famous as a renowned scenic area for numerous places of historical interest and scenic spots, parks and gardens with fine scenery, abundant tourist resources, and a pleasant residential environment. There are more than 700 various sites of cultural relics scattered throughout this district; 10 of which are state-level cultural relic protection units, while 25 of which are municipal-level cultural relic protection units. The west mountain, endowed with spectacular scenery, thick forest, and tall ancient trees, is juxtaposed by Phoenix Ridge, the Yangtai Mountain, Jiufeng, and Baiwangshan Mountain, as well as the scattered bodies of water across the area, such as the South Sha He, the Jingmi Aqueduct, Kunming Lake, and Yu Yuan Tan. Over recent years, the Haidian District has also developed scenic spots in Yangtai Mountain, Phoenix Ridge, and Cuihu Shuixiang.

More than ten characteristics parks have been constructed there, including the Zhongguancun Software Park about the internet new media, Tsinghai Science Park about the integration of high-end digital technology and content innovation, and Zhongguancun Creative Industry Pilot Base about the digital technology and copyright business. All these three Parks have an annual output value of more than ten billion Yuan. In addition, BeitaipingZhuang Digital Movie Base, Xishan Cultural and Creative Avenue, 768 Innovation Park, Zhongguancun Digital Television Industry Park, etc., are all included into the urban planning and are under a spanking construction.

Haidian District is a renowned scenic area for numerous places of historical interest and scenic spots, parks and gardens with fine sceneries, abundant tourist resources, layer upon layer of peaks and knolls, stone and flowing springs, imperial gardening landscapes, and airy pavilions and pagodas. The landscape beauty, gardens of the filling, historical monuments in Haidian enjoy a high fame all over the world. In 2012, the total tourism revenue was RMB 40.96 billion, with a 10.9% year-to-year growth.

The Haidian tourism resources take over the past and future, merging both the cultural landscape and the natural landscape. The green land landscapes including Haidian Park and Yuan dynasty city wall relics Park, water landscapes including Cuihu urban wetland and Green valley qingqing cultural Park, road landscapes including Fushi Road and Yuanda Road, “Green valley oxygen project” and the urban green belts add new tourist scenery in this area. The Haidian Western Hill and Jiufeng National Forest Park is the closest national forest park in the vicinity of Beijing, accounting for one third of the total number of Beijing national forest parks. Haidian District has a total of 101 travel agencies, 40 tourist attractions and 106 star-rated hotels.

social and economic development

The overall economy of Haidian District maintains a fast and stable growth in recent years. In 2011, there were a total of 199,800 registration units in Haidian District.Based on preliminary statistic, the GDP is RMB 349.79 billion, with a 10.0% growth (current price) and accounting for 19.7% of that in Beijing; the gross industrial output value of industrial enterprises above designated size is RMB 148.07 billion (current price), with a 4.0% growth; the total investment in fixed assets is RMB 68.89 billion (project statistic), with a 10.2% growth; the social retail sales of consumer goods is RMB 150.48 billion (industry statistic), with a 8.8% growth; the regional financial income is RMB 168.577 billion, with a 28.8% growth; the per capita income for urban residents in 2012 is RMB 41842.0, with a 10.9% growth; the registered urban unemployment rate is 0.73% and the employment rate of registered urban unemployed is 69.8%.

Science & Technology Park

The rich resources of science and technology, education and culture have laid solid foundation for the economic rise of Haidian. From the 80s of the 20th century Zhongguancun has dramatically risen. It has completed a metamorphosis from a street of selling electronic goods to becoming the experimental zone for high- and new technology industry. Now it has been transformed into “one district with sixteen parks”. National brands with core technologies have thrived in Zhongguancun, which has become a synonym for China’s high- and new technology industry. With the nation’s important strategic capability and the capacity to power technological innovation, it has become the nation’s largest and strongest agglomeration zone for high- and new technology industry, leading the course of the hi-tech industry development across China.

The Haidian Science Park, developed on the ground of the former experimental zone for high- and new technology industry, is the cradle and flagship of Zhongguancun national independent innovation demonstration area. The hi-tech enterprises in the Haidian Science Park generated a revenue of more than RMB 1 trillion in 2012. The Haidian Science Park continued to take the lead in terms of number of enterprises and gross industrial outputs, with its total revenue taking up half of the total in Zhongguancun. It is becoming the national talent pool and the transaction center for China’s knowledge economy, as well as the base of S&T innovation, while marching towards a world-class science park.

High-end Industry

Haidian District insists on integrating the two purposes of keeping growth and adjusting structure, to vigorously promote the high-end industry development. Based on the abundant resources within the district of science and technology, education, culture, and human resources, as well as the high-new technology industry agglomeration, Haidian speeds up the innovation system construction based on the collaboration between research organizations and manufacturers and gradually develops a largest independent innovation high-tech cluster in China. With more than 20 years of development, Haidian high-new technology industry has developed a deep scientific and technological penetration, broken through traditional high-new technology fields of industrial interests, expanded in vertical fields, and finally form a high-new technology industry agglomeration area with Haidian Science Park at the core and having remarkable economic strength, high-end dominating industries, rapid development industries, and optimized personnel structure. In this area, major scientific and technological innovation achievement like dawning super computer has emerged in large numbers, TD-SCDM from Datang Telecom Technology Co Ltd has become international standard, Lenova and other icon high-tech enterprises have successfully realized the internationalization. In 2012, the business turnover concerning of technology transaction contract has reached RMB 113.44 billion, the number of invention patents authorization is 19900 and the export volume of proprietary brands and independent intellectual property products ranks first place in Beijing.

Science, Education and Culture

Haidian is a district well-known for its leading position in S&T innovation, education and culture in China, with the largest pool of talents and intelligence, scientific instruments, library information, and scientific research achievements in China. The number of college students in Haidian District accounts for more than half of that in Beijing, and is the largest college and university cluster in China. There are a total of 147 state-owned R&D institutions, including 26 belonging to the Chinese Academy of Sciences institutions, which account for 60% of that in Beijing. Great number of academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering are working and living in Haidian, accounting for 60% of the total in Beijing and 36% nationwide.

The modernization of education infrastructure in Haidian District has been improving at a steady pace in recent years. In order to offer better education conditions, a series of projects have been completed including 420,000 square meters playground renewal of 75 schools, equipment replacement of 60 schools, and building renovation of 89 schools. With a will to intensively develop pre-school education, 25 kindergarten have been newly constructed or rebuilt, increasing 4800 seats for new enrolled children. Meanwhile, in order to steadily develop the vocational education, two state-level key vocational high schools, two province-level key vocational high schools, and six city-level key experimental training bases are also constructed. Within the district, all the schools and kindergartens have installed the campus defense intrusion alarm system, all the elementary and secondary schools have built standard campus networks, a new campus of mentally handicapped schools have constructed, and barrier-free facilities have been equipped for more than 70 elementary and secondary schools.

In addition, the libraries, museums, archives, and organizations for performance, films, television, publishing, and sports, all assemble in Haidian District, making Haidian become rich in cultural atmosphere.

Environment Protection

The air quality and the ecological environment keep improving and optimizing continually. The main atmospheric pollutants sulfur dioxide decreases 11.4% for its annual concentration. The primary pollutants inhalable particles in northern Haidian area decrease 24%. Pollution reduction has a remarkable achievement in Haidian District, with a total of 5% reduction of sulfur dioxide and nitric oxide. In addition, Haidian District has increased 115 hectares urban green lands and 223 hectares forests, reaching a rate of 49.5 % for the urban green coverage and a area of 14 square meters for the park land per capita.

Haidian District has been awarded the title of “National Ecological Demonstration Areas” and “National Ecological Monitoring Pilots” in 2007 and 2009 respectively. By the end of 2012, Haidian District has approximately, 30 Eco-villages, 150 Green Communities, and 70 Green Schools.

Public Health and Sports

With a further improvement of the New Rural Cooperative Medical Security level, the basic medical and health service system is close to be perfect. In 2011, per capita New Rural Cooperative Medical funds of district and township has been RMB 750. A total of 79,000 residents in seven towns participated in the New Rural Cooperative Medical System, accounting for 99.8% of the total population, and outpatients in community health service institution have been more than 6.7 million man-time.

With the further construction of national fitness service system, 260 national fitness corner projects have been newly constructed or renovated in 2012.
